What is the difference between colour and black and white nonograms?

There is a key rule difference.

With a colour nonograms, regions can TOUCH, if they are of different colours.

For instance, let's say we had a blue region of two next to a red region of two. These can be adjacent, so they can take up just four cells.

However, if both regions of two were specified as blue, then there would need to be the gap as in normal hanjie, and so they would require at least five cells to be contained in the grid.

This is the key difference then, regions of different colours can be adjacent to each other in a region in a way that those of the same colour cannot.
